tutorial two :: census data [the polygon]

The title is a little misleading, since we won't be working with real census data. However, we will be working with proxies: generic polygons with "census-like" data.

Goals: Add polygons to a Google Map from an XML document, change the color of the polygons using a color ramp, and make the polygons clickable.
